Mumbai 3.0 master plan to be ready in 30 weeks as MMRDA signs pact with Singapore-based Surbana Jurong

The Mumbai Metropolitan Region Development Authority MMRDA on Friday signed an agreement with Singaporebased Surbana Jurong Infrastructure to prepare the Vision Document Master Plan and planning framework for the Mumbai 30 projectThe agreement was signed by MMRDA Metropolitan Commissioner Dr Sanjay Mukherjee and Surbana Jurongs Chief Executive South Asia Avinash Mishra in the presence of Maharashtra Chief Minister Devendra FadnavisThe consultancy will prepare a comprehensive development blueprint for the proposed 32344 sq km Mumbai 30 spread across 124 villages in Panvel Uran and Pen talukas of Raigad district MMRDA said in a statementAccording to the statement the final concept plan is expected to be completed within 30 weeksMaster plan to define Mumbai 30s longterm growthAccording to MMRDA the consultancy will prepare an inception report analyse the existing situation develop a vision plan draft a concept landuse plan conduct stakeholder consultations and submit the final concept planThe planning exercise will assess existing land use transport networks demographics socioeconomic conditions utilities environmental features and public amenities before proposing a longterm spatial and economic development frameworkThe statement said that the Vision Document will outline Mumbai 30s economic positioning investment strategy growth sectors catalytic projects and placemaking principles to develop it into a globally competitive and sustainable urban centreFocus on integrated mobility and infrastructureThe draft concept plan will integrate three major components a Concept Structure Plan Concept Mobility Plan and Concept Infrastructure PlanThe mobility plan will focus on regional and intracity connectivity mass transit systems multimodal integration pedestrianfriendly infrastructure and TransitOriented Development TOD while the infrastructure plan will cover water supply sewerage stormwater drainage solid waste management power gas supply and social infrastructureMMRDA said the planning process would also include consultations with government departments line agencies and other stakeholders before finalising the landuse planPhaseI to be completed in 30 weeksThe first phase of the consultancy is scheduled to be completed within 30 weeks from the commencement of work excluding the time required for MMRDAs review and approvalsThe timeline includesInception Report 4 weeksExisting Situation Report 10 weeksVision Document 16 weeksDraft Concept Land Use Plan 24 weeksStakeholder Interaction Report 26 weeksFinal Concept Plan 30 weeksProject follows Davos MoUThe agreement follows the Memorandum of Understanding MoU signed between MMRDA and Surbana Jurong during the World Economic Forum in Davos in January 2026The Maharashtra government approved Surbana Jurongs appointment on a GovernmenttoGovernment G2G basis in June this year paving the way for the detailed planning exerciseMumbai 30 envisioned as new economic hubMumbai 30 has been planned as a new urban and economic growth centre for the Mumbai Metropolitan RegionThe project is strategically located near the Mumbai Trans Harbour Link Atal Setu the upcoming Navi Mumbai International Airport and Jawaharlal Nehru Port and is expected to support residential commercial industrial institutional and logistics developmentSpeaking at the event the Chief Minister said The Mumbai Metropolitan Region has the potential to become a USD 15 trillion economy as recognised by NITI Aayog adding that Mumbai 30 is a key step towards achieving that visionDeputy Chief Minister and MMRDA Chairman Eknath Shinde said The project would combine global urban planning expertise with Maharashtras development ambitions to create a sustainable wellconnected and futureready cityMMRDA Metropolitan Commissioner Dr Sanjay Mukherjee said the project would lay the foundation for a globally benchmarked urban centre through international planning expertise and an innovative land policy aimed at making landowners stakeholders in the development process
